The mission of Second Chance Pet Rescue is the prevention of cruelty to animals by establishing and maintaining a sanctuary that provides a safe environment for homeless and abandoned pets; to provide foster care for homeless and abandoned pets; to assist in placing such animals in safe, caring, permanent homes; to be an active participant in education and the humane and caring treatment of animals; and to celebrate the bond with companion animals.
How it started
Second Chance Pet Rescue was founded in 2002 when former president and caretaker, Debbie Eaglebarger, approached the City about working with the dogs at the animal shelter. The goal was to raise awareness about the shelter and prevent the euthanasia of adoptable dogs. Many wondered whether SCPR could pull it off but it didn’t take Debbie long to prove that she could.

Today, SCPR is made up of a group of volunteers who have all worked with Debbie and remain dedicated to giving adoptable dogs a second chance at life. In addition to adoption services, we provide regular exercise, training and all necessary medical treatment for the dogs at the Corning Animal Shelter. We also promote responsible pet parenthood through volunteer and community outreach programs. SCPR is a 501(c)(3) nonprofit animal rescue organization. We do not receive any government funding or grants, surviving solely on donations from private citizens like you.
